Policy is simple: a shipment gets up to max_attempts delivery attempts. So nothing should ever show more attempts than its cap. Check whether that is actually true.

What I need: 1. How many shipments have delivery_attempts greater than max_attempts? 2. When were they created - earliest and latest dates, and the monthly pattern? 3. What statuses do they carry, and are they spread across hubs or concentrated?

If you find what I think you will find, note the date the pattern stops. That date matters to me.
