Now the part that starts arguments: which hubs are actually underperforming? I need this defensible - per-hub numbers, not vibes.

What I need from you: 1. Every hub with its city, total shipments, delivered count, failed count, and delivery rate percentage - worst delivery rate first. 2. Complaints per hub: join complaints to their shipments' destination hub, and give me complaints per 1,000 shipments for each hub so big hubs are not unfairly punished for volume. 3. Tell me which hub I should be most worried about, considering BOTH delivery rate and complaint rate - and if the data does not actually single one out, say that plainly. I would rather hear "it is everywhere" than a scapegoat.
