First: the full picture, all history. A shipment counts as under-declared when the hub scale reading exceeds the declared weight by more than 20% (below that, scales and packaging argue; above it, someone is lying).

1. How many shipments are under-declared, and what share of all WEIGHED shipments is that? (Unweighed parcels have no scale reading - keep them out of your denominator and say so.) 2. The leakage in NAIRA: for each under-declared shipment, the fee it should have paid is fee x (actual / declared). Sum the shortfall. 3. Split both by customer type: are business accounts worse than individuals?
